Phnom Penh (FN), Oct. 28 – URATA (CAMBODIA) CO., LTD. held an opening ceremony at the Ministry of Land Development, Urban Planning and Construction of Cambodia from 10:30 am on 28 October 2022, to commemorate the acquisition of the Construction Certification License, which is the first foreign-affiliated company in the Kingdom of Cambodia. (hereafter referred to as the “MLMUPC”).

The guests included Theng Chan-Sangvar, secretary of state, chief of staff of the Office of the Deputy Prime Minister, Ministry of Land Management, Urban Planning and Construction, Masahiro Mikami, ambassador extraordinary and plenipotentiary of Japan to Cambodia, Gotaro Ogawa, former ambassador to Japan, Katsuhiro Shinohara who is now the local representative of CIESF. Marisa Haruta, director of JETRO Cambodia, and Yogo Kanda, chairman of the Japanese Business Association of Cambodia, attended the ceremony.

Urata Kazuya, representative director of URATA (CAMBODIA) CO., LTD., made an opening speech and stated, “We believe that being the first foreign company to be granted a construction certification license is a demand for the transfer and application of Japanese construction technology. We acknowledge that we have an important responsibility to help Cambodia's construction technology grow, to protect people's happiness and property, and to ensure the safety and quality of construction. In addition, we will not only provide certification services but also support the development of construction technology in Cambodia and work on the areas covered by the SDGs promoted by the United Nations to solve social issues worldwide and to ensure that Cambodian construction technology develops in a sound manner under the rule of law.”

Mikami Masahiro made a ceremonial speech, and he stated, “The licensing of construction certification bodies is part of the efforts to comply with the 2019 Law on Construction, we are pleased to see the steady progress of our efforts to comply with the law.” and also remarked, “The Japanese government is currently providing technical support through the Ministry of Land, Infrastructure, Transport and Tourism to the Ministry of Land, as part of a three-year commitment that started in 2020, this is to develop the construction standards stipulated in the law of Construction, and as the final year of this commitment, we plan to finalize a draft of the construction standards.”

Finally, Theng Chan-Sangvar made a ceremonial speech and stated, “I would like to thank and appreciate URATA for showing confidence in Cambodia's economic potential.”

He also stated, “As an achievement of the legal aid collaboration from the Ministry of Land, Infrastructure, Tourism and Transport of Japan to the Ministry of Land Management, Urban Planning and Construction, the Law on Construction of the Kingdom of Cambodia was approved in 2019. Through this Law on Construction, a mechanism for construction certification is established to ensure that construction work and construction use are carried out in accordance with legal norms and technical standards and the building technical regulations, ensuring construction quality and safety, the protection of property and well-being of construction owners, construction users and the public.”

And he concluded the ceremonial speech, “On behalf of the Royal Government of Cambodia, I would like to express my deep gratitude for the support of the government and people of Japan to the people of Cambodia through many achievements, such as infrastructure, roads, bridges, irrigation systems, clean water supply, and trainings for civil servants and students.

Finally, I would like to once again thank the Government of Japan, His Excellency Ambassador and colleagues of the Embassy of Japan to Cambodia. May the friendship, solidarity and cooperation between Cambodia and Japan be more prosperous and immortal.”
