Phnom Penh (FN), Aug. 7 — On the occasion that Chinese state councillor and foreign minister Wang Yi paid a working visit to Cambodia and attended the Foreign Ministers' Meeting and related meeting on East Asia Cooperation in Phnom Penh, ambassador Wang Wentian accepted a written interview with Fresh News regarding Pelosi's visit to Taiwan.
1. Recently, the visit of US’s house speaker Nancy Pelosi to Taiwan has drawn medias' attention. Therefore, could you clarify this issue in detail for Cambodian citizens?
Answer: There is only one China in the world and Taiwan is also an inseparable part of the Chinese territory. The government of the People's Republic of China is the only legitimate government representing China. The Resolution 2758 of the UN General Assembly in 1971 made this clear. Since the founding of the People's Republic of China in 1949, there are 181 countries who have established diplomatic relations with China on the basis of the One China Policy. The One China Policy is a general consensus of the international community and the basic norm of international relations.
The United States made a clear commitment in the communiqué on the establishment of China-US diplomatic relations, stating “The United States of America recognizes the Government of the People's Republic of China as the sole legal government of China."
As an integral part of the US government, the US Congress should strictly abide by the One China Policy and shall not conduct any official relations with Taiwan.
Regardless of China's firm opposition and negotiations. In fact, under the auspices of the United States government, the US house speaker Nancy Pelosi publicly visited Taiwan. This action seriously affected Chinese sovereignty, interfered in Chinese domestic affairs, seriously breached the US's commitments, and seriously endangered the peace and stability of the Taiwan Strait. Of course, China should make a firm response. China's position is fair, reasonable and legal. China’s measures are firm, forceful and appropriate, and military exercises are open, transparent and professional, in accordance with domestic law, international law, and international practices. The purpose is to give red alarm to the perpetrator and punish the “Taiwan Independence” force, while protecting international law and the basic code of conduct of international relations, especially the international law, without interfering in internal affairs, which was stipulated in the UN Charter. If the principle of non-interference in one’s internal affairs is ignored and abandoned, the world will return to the Law of the Jungle. Therefore, the US will more recklessly treat and bully other countries such as Cambodia. This is not only against China, but also against hegemony and against interfering in the internal affairs of all peace-loving and fair-minded countries.
2. On the occasion that Cambodia is a chair of Foreign Ministers' Meeting and related meetings on East Asia Cooperation, ASEAN foreign ministers said in a joint statement that ASEAN countries hope to see regional peace and stability. Does it reflect their concerns about this issue?
Answer: On the occasion of Chinese state councillor and foreign minister Wang Yi’s visit to Cambodia and participation in the Foreign Ministers' Meeting and related meetings on East Asia Cooperation, Cambodian king Norodom Sihamoni, Cambodian prime minister Hun Sen and Cambodian foreign minister Prak Sokhonn emphasized that Cambodia firmly adheres to the One-China Policy and recognises Taiwan as an inseparable part of Chinese territory. Cambodia also firmly opposes any words and deeds that violate Chinese sovereignty and territorial integrity. Cambodia will continue to firmly support China in safeguarding his core interests, and stand firmly with the 1.4 billion Chinese people. Cambodian Ministry of Foreign Affairs, Cambodian People's Party (CPP) and the FUNCINPEC Party issued a statement immediately.
Currently, more than 160 countries, including Cambodia, as well as international and regional organizations such as the United Nations and ASEAN have publicly stood up and reaffirmed their firm adherence to the One China Policy by supporting China's legitimate position. The UN secretary-general António Guterres clearly stressed that the UN will further adhere to UNGA Resolution 2758. The core is the One China Policy, meaning that there is only one China in the world, the government of the People's Republic of China is the sole legal government representing China, and Taiwan is a part of China. This is the voice of justice shared by the international community.
At the China-ASEAN Foreign Ministers' Meeting, all parties generally believed that mutual supports to safeguard core interests is the proper meaning of the China-ASEAN comprehensive strategic partnership. China is willing to work with ASEAN countries to uphold non-interference in one another domestic affairs, which is the basic code of conduct of international relations, protect international fairness and justice, and safeguard the hard-won regional peace, stability and development.
3. We have noticed that the Chinese government announced sanctions against Pelosi and took countermeasures against the US. The People's Liberation Army (PLA) is also exercising joint military operations around the Taiwan Strait. The West urges China to remain calm and restrained by not changing the status quo. What does China comment?
Answer: There is only one China and both sides of the Strait belong to the same country, which is currently the status quo of Taiwan since ancient times. The communiqué on the establishment of China-US diplomatic relations clearly emphasized that the government of the People's Republic of China is the only legitimate government representing the whole of China, and Taiwan is a part of China. This is the actual status quo in the Taiwan Strait, which has remained unchanged for decades. However, this status quo has been hollowed out and eroded step by step by the US and separatist forces in Taiwan. In 2000, the US side placed the so-called "Taiwan Relations Act" unilaterally concocted before the three Sino-US joint communiques. A few years ago, the US side also set the so-called "Six Assurances to Taiwan” when explaining the US position on the one-China policy. After the Democratic Progressive Party came to power, this party has further promoted gradual "Taiwan Independence", carried out "De-Sinicization", and created "Two Chinas" and "One China, one Taiwan" on various occasions. Aren't they trying to change the status quo? No matter how they try to provoke or interpret, it is still impossible to change the fact and status quo that Taiwan is an inseparable part of Chinese territory.
Resolutely safeguarding national sovereignty and territorial integrity is the firm will of the more than 1.4 billion Chinese people. The complete reunification of the motherland is the common aspiration and sacred duty of all Chinese citizens. No country, any force, or anyone should misestimate the Chinese government and people's strong determination, firm will, and strong ability to safeguard national sovereignty and territorial integrity, as well as achieving national reunification and rejuvenation. The United States and Taiwan are the first to provoke China, and it is justifiable for China to take all necessary measures to resolutely defend national sovereignty and territorial integrity, and all consequences arising therefrom can only be borne by the US and the "Taiwan independence" separatist forces.
