Phnom Penh (FN), Jul. 27 – Cambodian king Norodom Sihamoni issued a royal decree to appoint Kim Rithy as Preah Vihear provincial governor, replacing Prak Sovann, according to the royal decree seen by Fresh News on Wednesday (Jul 27).

Kim Rithy is a former deputy governor of Kandal province and Prak Sovann is retired.
