Phnom Penh (FN), May. 3 – "Reforming at home and making friends abroad based on the spirit of independence" has become the guiding foreign policy of Cambodia. For Cambodia to leverage its international stand on the international stage, it needs to have a strong and resilient society at home. Domestic factor determines external factor.
