Phnom Penh (FN), Oct. 10 – Prime Minister Hun Sen stated that three factors made it hard for Cambodia to reform in 1980s, speaking Thursday on the 40th Anniversary of the establishment of National Bank of Cambodia at Chaktomuk Conference Hall.

“The first factor was internal disagreement; second was Vietnam’s occupation until 1989; and third Soviet cut aids from Cambodia,” the premier addressed.

According to the premier, when Cambodia began her reforms, approximately 100,000 Vietnamese troops were still in the kingdom. Fortunately, Vietnam did not interfere in Cambodia’s decision.

“Back then, Lê Đức Anh, who led the Vietnamese forces in Cambodia throughout the 1980s, did not meddle in domestic affairs of Cambodia. Their goal was to prevent the return of Pol Pot,” Prime Minister stated.
