Seoul (FN), Nov. 1 – Vongsey Vissoth, Minister in Charge of the Office of the Council of Ministers and Chairman of the Legal Reform Steering Committee, met with Lee Wan-kyu, Minister of Government Legislation of the Republic of Korea, at the Korean Government Building in Seoul, South Korea.
The purpose of this meeting aimed to strengthen and expand legislative cooperation between the Council of Jurists of the Office of the Council of Ministers and the Ministry of Government Legislation of the Republic of Korea and to exchange experiences on legislative processes as well as capacity building for reviewing and advising on the draft laws, especially with the respect to the 2015 Memorandum of Understanding.
Lee Wan-kyu extended a warm welcome and sincere thanks to Vongsey Vissoth and his delegation for a working visit, which aimed to discuss and exchange experiences in law-making functions between Cambodia and the Republic of Korea, especially the opening remarks of the Organizing Committee of the Asian Legislative Council and the 12th Conference of Asian Legislative Experts.
During the meeting, the Ministry of Government Legislation of the Republic of Korea briefed the functions, roles, duties and structure of the ministry, especially in reviewing and advising on draft laws, interpreting laws and improving laws and regulations as well as providing legal services to all Korean ministries, institutions and the general public of Korea.
Minister Vissoth thanked the South Korean legislation ministry for the warm reception and organization of this important meeting. He noted that Cambodian Senate President Hun Sen established Cambodia-Korea diplomatic relations in 1997, which has greatly contributed to Cambodia’s socio-economic development through official development assistance (ODA), investment, trade, and tourism.
On the foundation of this strong diplomatic relationship, Cambodian Prime Minister Hun Manet has prioritised strengthening and expanding cooperation with South Korea, elevating their relationship to a strategic partnership. This meeting was a part of ongoing efforts to deepen this strategic relationship between the two nations.
Minister Vissoth continued that the Royal Government of the seventh mandate, led by Samdech Thipadei Hun Manet, has launched the Pentagonal Strategy Phase I, and the side fourth of this strategy focuses on enhancement and strengthening of the laws and the justice system. As part of this, Cambodia established the Legal Reform Steering Committee to guide, coordinate, and promote legal reforms, in alignment with the government’s political program to enhance rule of law and legal security.
He noted that South Korea's legal sector is advanced, with successful legal reforms that have contributed to the country’s economic growth. Therefore, Korea’s experience is invaluable for Cambodia’s legal reform initiatives, including the development of a strategic framework and roadmap for strengthening the rule of law.
Taking this occasion, both sides also discussed ways to enhance legal cooperation between Cambodia's Council of Jurists and South Korea’s Ministry of Legislation, building on the 2015 Memorandum of Understanding, which covers law and regulation drafting, capacity building, experience exchange, and the establishment of a legal data management system to support digital government and a digital socio-economy.
