CAIRO, Nov. 29 (Xinhua) -- Egypt condemned the signing of two memoranda of understanding (MoUs) by Turkey and Libya's UN-backed government prime ministers on maritime borders and security, the Egyptian foreign ministry said in a statement late on Thursday.

"The two MoUs have no legal effect, they cannot be officially recognized in light of the Skhirat Agreement's Article 8, which stipulates that the Libyan government or the cabinet, not the prime minister, has the authority to sign international agreements," the Egyptian foreign ministry said.

As the current Government of National Accord lacks full representation of all the Libyan regions, the current government is a caretaker cabinet with limited powers, the statement added.

"Such deals are not binding or affecting the interests and the rights of any third parties," it added.

The deals will have no influence on maritime border mechanism in east Mediterranean area, it added.

Earlier on Thursday, Turkish President Recep Tayyip Erdogan and prime minister of Libya's internationally recognized government Fayez Serraj signed two MoUs on security and maritime boundaries in the Mediterranean.

The foreign ministry called on the international community to oppose this "negative move," which comes at a critical time amid international efforts to facilitate a comprehensive solution to the Libyan crisis in a way that protects the country's unity and restores its national institutions.

The ministry also expressed Egypt's concern over how such agreements could impact the Libya talks in Berlin.

Egypt's Foreign Minister Sameh Shoukry discussed on Thursday in a phone call with his Greek and Cypriot counterparts the two deals.

The three top diplomats agreed that the two deals have "no legal effect."
