(Phnom Penh): Cambodian Prime Minister Hun Manet proposed five priorities to strengthen international cooperation against online scams, while reaffirming Cambodia’s commitment to taking persistent action and forging cooperation based on mutual respect, sovereign equality and collective accountability.
Samdech Thipadei Hun Manet outlined the proposals in his keynote address at the opening of the International Conference on Combating Online Scams (ICCOS) in Phnom Penh on Wednesday (Sep. 23).
“Cambodia is fully committed to taking persistent action and forging cooperation based on mutual respect, sovereign equality, and collective accountability,” the premier underlined.
Samdech Thipadei proposed five points for stronger international cooperation: real-time intelligence sharing, advanced financial investigations, greater compatibility of legal and operational frameworks, public-private partnerships, and victim protection.
First, Samdech Thipadei called on partner countries to double down on rapid-response communication channels among national and international law enforcement bodies to enable real-time intelligence sharing that tracks criminal cells and disrupts decentralized syndicates across borders.
Second, the premier urged financial intelligence units and anti-money laundering bodies cooperate and leverage enabling platforms to rapidly trace illicit financial flows, identify ultimate beneficial owners, freeze virtual assets, and dismantle underground banking networks.
Third, he called for greater compatibility among mutual legal assistance frameworks, streamlined extradition procedures, and promote digital forensic evidence sharing to prevent syndicates from exploiting jurisdictional loopholes.
Fourth, Samdech Thipadei urged governments to forge operational partnerships with commercial banks, telecom operators, technology platforms, and cryptocurrency exchanges to proactively detect fraudulent activities, block suspicious digital infrastructure, and freeze illicit accounts.
Fifth, he called on governments and international organizations to strengthen victim identification process, and coordinate diplomatic procedures to guarantee protection and safe repatriation of victims.
On the occasion, Prime Minister Hun Manet underlined that shared determination to confront these complex challenges must be matched with concrete and collective actions.
In this spirit of mutual trust and shared responsibility, the premier expressed hope that international partners will adopt the Phnom Penh Declaration on the 24th of September 2026—a testament to collective resolve to break the chain and eradicate online scams.
