(Azerbaijan): Say Sam Al, Cambodian Minister of Land Management, Urban Planning, and Construction (MLUPC), articulated the similarities between Cambodia and Azerbaijan in their strategies for post-conflict urban reconstruction and development in a recent interview with the Report during the World Urban Forum (WUF13) on Sunday (May 17).

Minister Say Sam Al underscored the complexities of urban reconstruction, emphasising that a city cannot develop in isolation. "We implement detailed spatial planning for cities across Cambodia," he stated.

He highlighted the Cambodian government's proactive measures to address the needs of internally displaced persons who became homeless due to the wars and the Khmer Rouge genocide. "The government has established a preferential policy to allocate land and housing for these individuals," the minister emphasised.

Furthermore, he pointed out the government's investments in critical areas such as education, healthcare, and the overall financial well-being of the population.

Reflecting on his previous visits to Baku, the minister expressed his admiration for the city, noting, "I have visited Baku multiple times, and I hold a deep appreciation for this city." He observed significant improvements in both the urban environment and the methodologies employed in urban planning throughout his visits, stating, "The city has undergone considerable transformation, as has the approach to urban planning," he concluded.
