(Phnom Penh): Cambodian Prime Minister Hun Manet announced that Cambodia has significantly expanded its civil aviation infrastructure over the past three years, bringing three new international airports into operation with a combined investment of USD 3.6 billion.
The milestone was highlighted in his special message marking the 1st National Civil Aviation Day on Friday (Dec. 5).
The three newly operational international airports are:
First, Siem Reap Angkor International Airport, a Code 4E airport, built under a USD 1.1 billion Build-Operate-Transfer (BOT) project, inaugurated and launched in 2023.
Second, Dara Sakor International Airport, a Code 4D airport, built under a USD 200 million Build-Own-Operate (BOO) project, inaugurated and launched in 2024.
Third, Techo International Airport, a Code 4F airport with multiple connecting infrastructures, developed under an investment of USD 2.3 billion, and officially inaugurated on 20 October 2025.
Prime Minister Hun Manet also highlighted progress within Cambodia’s civil aviation sector, noting that the visionary “open skies” policy that initiated in 1999 by former Prime Minister and current President of the Senate Samdech Techo Hun Sen continues to play a crucial role in increasing passenger and cargo flows by air. This has contributed significantly to boosting tourism, business, trade, and socio-economic connectivity, as well as enhancing national revenue through bilateral and multilateral ASEAN air transport liberalisation mechanisms.
In the first ten months of 2025, Cambodia recorded 35 local and international airlines operating flights to the Kingdom, connecting to 16 countries and 39 cities. These include eight ASEAN nations, China, South Korea, Hong Kong SAR, Taiwan, India, Qatar, the United Arab Emirates, and Japan. The country welcomed over 5.7 million air passengers, representing a 14 per cent increase compared to the same period in 2024, when arrivals stood at around 5 million.
