(Phnom Penh): The Cambodian Mine Action and Victim Assistance Authority (CMAA) expresses its sincere sympathy to the Chinese national injured in the recent landmine incident along the Cambodia–Thailand border and wishes him a full and swift recovery. CMAA also wishes to provide clarification regarding the circumstances of this incident.

“On 29 November 2025, a Chinese national named Shi Jingui, holding Passport No. 2356975263, was injured by a landmine incident while attempting to cross from Thailand into Cambodia in the area of Chouk Chey Village, O’Bei Choan Commune, O’Chrov District, Banteay Meanchey Province. The incident occurred inside Cambodian territory, specifically within a known minefield contaminated with old landmines remaining from decades of past conflict,” according to the press release seen by Fresh News dated 30 November 2025.

“Cambodia categorically rejects the allegations made in the recent public communication by the Royal Thai Army. These claims are inaccurate, politically motivated, and inconsistent with established facts, international reporting standards, and Cambodia’s decades-long record of commitment to a mine-free border.

Cambodia reiterates with absolute confidence that we have not laid any new landmines, not now, not in the past decades, and not under any circumstances. As a proud State Party to the Ottawa Convention, Cambodia does not use landmines.

If the mines were indeed newly emplaced, as claimed by Thailand, the question is simple: Since Cambodia does not possess or deploy landmines, who is responsible for laying them? Cambodia cannot answer this question for Thailand.

Cambodia firmly rejects any implication that newly deployed mines originated from Cambodian forces. No investigation results have been shared with Cambodia, ASEAN, or any international mechanism. If Thailand possesses verified evidence, it must be transmitted through official, professional channels, not via public statements or social media.

Cambodia calls for professionalism and a joint, independent investigation. Until facts are verified, public accusations only inflame tensions and mislead the international community.

Cambodia expresses regret for any injury to any person, regardless of nationality; however, we will not accept false accusations, will not accept fabricated narratives, and will not accept the distortion of Cambodia’s decades-long commitment to a mine-free future.

Cambodia remains committed to cooperation, evidence-based investigation, and peaceful border management grounded in international law.”
