Kampong Speu (FN), Sept. 20 - Cambodian Prime Minister Hun Sen claimed that Kem Sokha has not yet received any amnesty; yet the change of the new detention was done on humanitarian reasons, addressing to 27,444 workers from 24 factories in Kompong Speu province on Wednesday.
“We just changed the detention place in case he deceases in prison, so for humanitarian reason, we try to ensure safety of the culprit,” said Prime Minister Hun Sen.
Prime Minister also pointed out that there is no house arrest law in Cambodia yet, so the court just used a certain place for the detainee to stay and that the court could assign his house as the detention place.
Kem Sokha was conditionally released on bail in the early morning of 10 September 2018 due to his health conditions after being detained for over a year at Tropang Phlong prison.
Sokha was arrested at his house in Toul Kok, Phnom Penh at 00:35 am on 3 September 2017. He appeared in a video published by CBN, speaking of his plans supported by foreigners to topple the legitimate government of Cambodia. Charged with “conspiring with foreigners”, his offence subjects to a penalty of 15 to 30 years imprisonment based on Criminal Code.
