Phnom Penh (FN), July 24 – Spokesman of Ministry of Justice Kim Santepheap said Tuesday morning that appealing to citizens not to go to votes is a barrier to prevent citizens from voting and that violated the electoral law.
He explained that calling for people not to use drugs is not a crime, as there is no law stated so.
"Calling for citizens not to vote prevented citizens from voting, and that violated Article 142 of the Law on the Election of National Assembly member, which will be fined between $1,250 to $5,000 by the National Election Committee (NEC). If the prevention is associated with violence or intimidation, further legal action will be taken in accordance with the penal code of the Kingdom,” stated Kim Santepheap.
"Therefore, preventing citizens from voting is an offense that has stated both in the electoral law and in the penal code,” he added.
