(Phnom Penh): On Saturday (Jun. 28), President of the Cambodian People’s Party (CPP), Samdech Techo Hun Sen, shared eight recommendations at the 74th anniversary of the founding of the CPP (28 June 1951 – 28 June 2025) aimed at guiding continued national development across all sectors.
The eight recommendations are as follows:
1. The CPP firmly upholds its unwavering goal of building the Kingdom of Cambodia into a nation characterised by sustainable and inclusive economic development, grounded in strong democratic principles, and committed to ensuring equality, justice, and social equity. The people must have access to quality education, better employment opportunities, robust healthcare, cultural richness, social harmony, and decent living standards that free from poverty, ignorance, and all forms of violence.
2. Sound political leadership is the cornerstone of victory. Therefore, the party must continuously strengthen its capabilities in all areas, in both understanding and practice, to respond effectively to the evolving national and international socio-economic context. This must be done while adhering to a multi-party liberal democracy, promoting patriotism, and enhancing international relations to ensure the accurate formulation and implementation of political programs, principles, policies, and decisions.
3. The people are the decisive factor in every victory both in national liberation and in the tasks of national building and protection. They form the foundation that supports political leadership. Cambodia’s history over the past four decades has shown that only when people understand, trust, support, and participate, can the party truly fulfil its mission. Therefore, all party structures at every level and in every sector must remain loyal to the people, centre service around them, and continuously learn from them.
4. Party committees, members, and activists must adhere strictly to the six foundational factors behind the party’s success, in order to guide their actions in strengthening the party, implementing political programs, and fulfilling their roles and duties within the government’s Pentagon Strategy. Neglecting these fundamentals could negatively impact program implementation and public confidence, and must be swiftly addressed wherever such complacency exists.
5. The good conduct of party officials at all levels and in all sectors is a key strategy for the party’s victory in every era. People's perception, trust, and participation in party policies are shaped through its officials. Therefore, these officials must be competent, morally upright, and ethical. Although people support the party’s leadership, they are dissatisfied with misconduct by certain individuals. Hence, every official must act with integrity, avoid infringing on citizens' rights and interests, and never behave like masters over the people.
6. National unity is the lifeblood of the nation. Unity ensures survival; disunity leads to collapse. History has clearly proven this. The CPP, which has consistently championed national solidarity, will continue to fulfil this duty with the highest sense of responsibility under the Constitution and the motto: “Nation, Religion, King.” With this spirit, the party will continue to engage in constructive dialogue with other political parties and sectors to build harmony, reinforce unity, and safeguard democracy. Respect for diverse opinions in a democratic society provides an effective means to resolve political and social issues based on the rule of law and national reconciliation. In this regard, the CPP has partnered with 28 political parties, upholding mutual independence, autonomy, equality, and cooperation in promoting peace, political stability, and sustainable development.
7. The full peace and national unity we have today were achieved through immense struggle, patience, and resistance against negative forces that achieved through a win-win policy. However, this peace is still under threat from a small group of extremists attempting to create division and unrest aimed at violently toppling the government in contravention of the Constitution and democratic principles. We must remain grateful for peace, protect it at all costs, and eradicate extremism from Cambodian society to prevent any future disruption. I further stress that those who continue to engage in extremist activities that violate the Constitution and laws must immediately cease such actions, or else face the consequences under the law.
8. Cambodia, once a poor and war-torn country, suffering from foreign invasions, genocide, isolation, and humiliation, has now risen with dignity, standing on equal footing with other nations. We need peace, friendship, cooperation, and development. We hold no hostile policy or stance toward any nation. However, I must stress that the illegal attack by Thai troops on Cambodian forces on May 28 in the Emerald Triangle area within Cambodian territory is a serious violation of Cambodia’s sovereignty and territorial integrity. This incident reflects a deep-rooted historical issue, despite Cambodia’s good faith in resolving disputes. In response, the CPP fully supports the government’s strong position in bringing the dispute over Ta Moan Thom Temple, Ta Moan Tauch Temple, and Ta Krabei Temple, and the Emerald Triangle area to the International Court of Justice (ICJ), and backs its efforts to peacefully resolve other border issues based on the 2000 Memorandum of Understanding between the two countries.
Samdech Techo added, “Cambodia has lost significant territory in the past due to foreign invasions. Today, we resolutely commit to protecting the remaining territorial integrity left after colonialism and ensuring it is preserved forever, without losing even the smallest piece.”
