(Sihanoukville): Cambodian Prime Minister Hun Manet congratulated Preah Sihanouk province on becoming the fifth province in the country to complete land measurement and registration, speaking on Thursday (May 1) during his meeting with civil servants, staff, and workers of the Sihanoukville Autonomous Port.
Prime Minister Hun Manet stated, “I sincerely thank and congratulate Preah Sihanouk, which has become the fifth province to complete land measurement and registration, thereby resolving this issue. I would also like to thank Say Sam Al, Minister of Land Management, Urban Planning and Construction, and Mao Sinet for their efforts.”
The Royal Government will continue to expand land measurement efforts to benefit more citizens. These efforts will adhere to legal procedures, utilize modern technology, and prioritize transparency and accountability in order to reduce land disputes and conflicts among the population.
Samdech Thipadei Hun Manet also recalled that in the past, when land in Preah Sihanouk province had not yet been measured, there were few disputes. However, as land prices rose, disputes increased. Today, such issues have largely subsided thanks to the government's comprehensive land measurement and registration efforts. He added that modern GPS-based systems have been deployed to ensure transparency and build public trust.
In addition to Preah Sihanouk, four other provinces have already held official ceremonies marking the completion of systematic land measurement. These include Kampong Cham, Svay Rieng, Siem Reap, and Kampong Speu.
On the occasion, Samdech Thipadei outlined three key benefits of this initiative for national development, the government, and landowners:
1. Improved land management of both state and private land, which supports effective land planning, administration, and allocation, while also reducing disputes. This enhances land tenure security for citizens and supports investment.
2. Legal ownership for citizens that is protected by law and guaranteed by the state, empowering them to develop their land or pursue other livelihoods without concern.
3. Land title certificates can be used for various purposes, including business, investment, and professional activities.
To implement this effort, the Ministry of Land Management deployed over 5,000 personnel, including ministry officials and local youth volunteers. On average, 12,000 to 15,000 land plots were measured per day. The goal is to complete all measurements by 2025, with registration, title issuance, and distribution finalized by 2028. This timeline aligns with the plan to commemorate the 40th anniversary (1989–2029) of the issuance of private land ownership titles in Cambodia following the 7 January Liberation Day.
