Phnom Penh (FN), Apr. 28 – Cambodian Prime Minister Hun Manet shared some recommendations to promote the "One Enterprise is One Safe Community" campaign on Sunday (Apr. 28) during his meeting with more than 5,000 representatives of informal economy at OCIC, Phnom Penh.

The recommendations are as follows:

1. Shall enforce the laws and legal documents related to the labour sector by taking strict action in accordance with the law, without exception, against any enterprise owners and establishments that fail to comply with the laws and regulations related to the labour sector.

2. Shall continue leading the inter-ministerial inspection mechanism, which shall be conducted once a year for the same purpose or establishments, unless prompted by workers' complaints or any incidents. In addition, [the ministry] shall professionalise the labour inspectors, train, and evaluate them to become judicial police, and provide training on laws and regulations related to the labour sector.

3. Shall collaborate with the Ministry of Economy and Finance to study the feasibility of establishing an insurance scheme for workers' benefits in the event of factory closures or bankruptcy under the National Social Security Fund of the Ministry of Labour and Vocational Training. The scheme will be specifically tailored to the textile, garment, footwear, and travel product and bag manufacturing sectors.

4. Shall engage with stakeholders to continue supporting the work of the Arbitration Council. This tripartite mechanism, designed for out-of-court dispute resolution, shall operate transparently, efficiently, and independently, thereby earning the trust of all stakeholders. The ministry shall undertake a review and reorganization of the Arbitration Council and the Arbitration Council Fund, with the goal of transforming these entities into a national institution equipped with appropriate workplace and a clear funding source, aiming to ensure sustainability and carry out duties with elevated professional ethics and an expanded scope.

5. Shall continue paying attention to the implementation of the 10 key recommendations put forth by Samdech Techo Hun Sen, the former Prime Minister, along with the 10 recommendations of Samdech Thipadei laid out on 29 August 2023, to enhance effectiveness.

6. Shall continue organizing conversations with workers in both the formal and informal economy, with the aim of visiting and addressing their requests.

In addition, Samdech Thipadei offered three recommendations for enterprise owners, establishments, staff delegations, and unions:

1. Engage in law enforcement and bolster a culture of legal compliance.

2. Deepen understanding of laws and related legal documents in the labour to fulfil roles with heightened responsibility and transparency, thus protecting the rights and interests in accordance with the law.

3. Shall consider factories as the rice pot for workers, employees and employers.
