Phnom Penh (FN), Feb. 14 – Cambodian Prime Minister Hun Manet stated that the seventh-mandate Royal Government will persist in upholding the "spirit of reform" and will continue to adhere to the five approaches of Samdech Techo Hun Sen for better governance.

The premier spoke on Wednesday (Feb. 14) during the 2023 annual meeting of the Public Financial Management Reform Program-Stage 4 (PFMRP-Stage 4) at Sokha Phnom Penh Hotel.

Samdech Thipadei underscored, "The final point I want to underscore is the necessity to continue fostering the spirit of reform. Over the past 20 years, Cambodia has made significant strides in reforming public financial management. In reality, the achievements of this reform have not been easily attained. Acknowledging that in the past, present, and future, no reform work is easy, and no achievement in reform can be obtained without effort or cost.”

Successful reforms are based on four key factors, including having a clear vision, demonstrating high commitment, engaging in honest participation, and lastly, being prepared to make sacrifices.

The premier continued, "On this foundation, I would like to reiterate that the seventh-mandate Royal Government will persist in promoting the 'spirit of reform' and will remain committed to Samdech Techo Hun Sen's five approaches. These approaches entail a proactive, vigilant, and resolute spirit in conducting sharp, in-depth, and comprehensive reforms, namely self-reflection, showering, scrubbing, treatment and surgery."

At the same time, on behalf of the Royal Government of Cambodia, Samdech Thipadei urged all relevant ministries and institutions to continue to actively participate in accordance with their mission, position, work agenda and accountability with ownership as well as an unwavering will to implement this reform program, as defined in the vision and strategy document on the PFMRP-Stage 4.
