Phnom Penh (FN), Feb. 13 – Cambodian Prime Minister Hun Manet expressed the expectation that by 2024, the state administration system will no longer rely on individuals but on a system with an agreed standard of practice based on sustainable labour standards in the law.

The premier spoke on Tuesday (Feb. 13) during the annual meeting of the Ministry of Inspection at Sokha Phnom Penh Hotel.

Samdech Thipadei Hun Manet requested attention to be paid to the preparation and operational procedures of the inspection and audit mechanisms within the Royal Government's Ministries and Institutions. Proper organization in this regard is crucial as it facilitates clear delineation of roles and responsibilities, establishes clear divisions, interconnects cells, and contributes to the development of resilience and sustainability within the work system.

Samdech Thipadei underscored, "Establishing resilience and job security entails creating and defining roles that are not contingent upon individuals or the Chief Inspector's discretion. When roles and responsibilities are clearly defined, newcomers do not face undue obstacles, and decisions are not solely dependent on individual authority. By understanding roles and responsibilities clearly, our work system is not reliant on individual influence, but rather on consensus."

Moreover, all institutions, both national and sub-national, should be able to communicate using the same language of inspection, fostering mutual understanding.

Samdech Thipadei underscored that these reforms aim to ensure the sustainability we seek, and by 2024, the premier hopes to further strengthen administration at both the national and sub-national levels.
