Phnom Penh (FN), Nov. 7 – At the invitation of the Government of Cameroon, as designated by Cambodian foreign minister Sok Chenda Sophea, secretary of state and national correspondent of Cambodia to the International Organization of La Francophonie (OIF) Chhiv Yiseang, led the Royal Delegation of Cambodia to the 44th session of the Ministerial Conference of La Francophonie (CMF) from 4-5 November 2023 in Yaoundé, Cameroon.

This 44th CMF took place under the presidency of the minister of foreign affairs, migration and Tunisians abroad, of secretary general of the OIF, with the participation of ministers of affairs foreigners, delegates from the 54 member states of the OIF as well as operators from La Francophonie and representatives of numerous international and regional organizations.

The 44th CMF, whose theme was "Good governance: Guarantee of political, economic and cultural stability for French-speaking citizens", actively focused on (1) the factors leading to the breakdown of democracy in the French-speaking area, particularly on the African continent and the global situation dominated by crises and conflicts in Ukraine and the Middle East, (2) the role of the OIF and its member states in finding solutions and restoring democracy and good governance in the French-speaking area, (3) international cooperation, multilateralism as well as inclusive and transparent solidarity in favor of the cause of peace, stability, economic growth and sustainable development.

The Conference adopted constitutive documents of the Yaoundé resolution focused on (1) the promotion of good governance, peace, human rights and democracy in the French-speaking area, which are fundamental values of the Francophonie, particularly through the involvement of women and young people; (2) the globalization of the economy to better respond to the needs of developing countries, particularly French-speaking African countries, and the role of the OIF in creating the conditions enabling these countries to successfully integrate into the global economic system; (3) the contribution of the OIF with the United Nations to combat climate change; (4) the importance of promoting the French language in member countries and around the world; and (5) the protection and promotion of cultural diversity and linguistic diversity in the countries of the Francophonie.

At the end of the Conference, France received the Presidency of the CMF from Tunisia and will organize the 45th CMF the day before the Francophonie Summit is held, on 4-5 October 2024 at the Château de Villers-Cotterêts, the theme will be: “Create, innovate and undertake entrepreneurship in French”.
