Phnom Penh (FN), Nov. 11 – Kak Sovannchhai, 17, was convicted and sentenced to eight months in prison. He was released on 10 November 2021 after serving four months in prison. The other four months were suspended. Sovannchhai will be put under his guardian’s supervision, according to the Ministry of Justice’s spokesperson Chin Malin on Thursday.

According to the press release of the court dated 5 November 2021, the court's decision is based on the law of the Kingdom of Cambodia and takes into account the juvenile interests set out in the law. The conviction for Kak Sovanchhay is limited to half of the sentence imposed by law. The juvenile has also received the court’s favors through partial suspension and guardian custody to educate and supervise.

Kak Sovanchhay was released from prison on 10 November 2021 and confirmed to reporters that he had pleaded guilty and that the court's verdict was acceptable. At the same time, he also mentioned good care in the detention center and received medical attention when needed.

Chin Malin said that those in a society governed by the rule of law must be held accountable for violating the law. According to Cambodian law, minors who have committed a crime at the age of 14 or above will receive the same criminal responsibility as that of an adult. However, the sentence must be reduced by half in accordance with the laws, and the court should consider granting other favorable conditions, such as releasing on bail or suspension on a case-by-case basis.

The application of the law to illegal acts is common in a society governed by the rule of law, and it also contributes to the promotion of the rule of law, which is an important foundation in a society governed by the rule of law.
