Phnom Penh (FN), Dec. 26 - Cambodian Prime Minister Hun Sen stated that the dissolved Cambodia National Rescue Party (CNRP) is facing internal conflicts and that it is impossible for the two former opposition leaders Sam Rainsy and Kem Sokha to be as one, speaking to 15,000 workers in Kompong Speu and Kandal provinces in Wednesday.

"Two people can not become one,” said the premier.

Sam Rainsy’s confidant Kong Korm confirmed that Sam Rainsy and Kem Sokha’s relations have ended, particularly after Rainsy held a Conference in Atlanta, Georgia in December where he was elected as Acting President of the dissolved CNRP.

Former vice presidents of the dissolved CNRP Mu Sochua and Eng Chhai Eang supported Sam Rainsy being Acting President, whereas Kem Sokha and his supporters opposed.

Kem Monovithya, daughter of Kem Sokha, called the appointment “party revolution”.

Monovithya stated that if we change the leadership of any organization, we shall follow the by-laws of the organization. If not, it is revolution; but in terms of party, we call party revolution.

“We are deeply saddened, not because of his Acting President position, but saddened by the procedures of the appointment,” Monovithya told RFI adding that she regretted that the appointment did not follow the by-laws of former CNRP and without the discussions with the other sides of the dissolved CNRP.

According to the by-laws, (a) the participants at the conference do not have legal rights to propose, nominate, or appoint an Acting President; (b) Acting President can only be appointed when the President is absent; in such case, the delegation shall be made in accordance with the hierarchical leadership order as stated in Article 45-new of the by-laws; no person outside of hierarchical leadership order be an Acting President; (c) the decision made at the Conference is only a group opinion and that it could not force the Standing Committee to review and respond.
