UNITED NATIONS, March 24 (TASS) - The United Nations Security Council did not support Russia’s proposed resolution on the situation in Ukraine on Wednesday, TASS correspondent reports.

Russia and China cast affirmative votes, none of the Security Council’s members were against, whereas the remaining 13 members of the Security Council abstained, among them France, the UK, the US, India, Ireland, Kenia, Mexico, Norway, Albania, Brazil, Gabon, Ghana, the UAE.

For the resolution to be passed, it should be supported by at least nine members of the UN Security Council out of 15 (five permanent and ten non-permanent) provided that none of permanent members exercises a veto.

Russia drafted the resolution on the humanitarian situation in Ukraine after France and Mexico refused to agree on their variant and submitted it for consideration of the UN Security Council. Belarus, the DPRK and Syria acted as co-authors of the Russian draft.

Russian Permanent Representative to the United Nations Vasily Nebenzy said earlier that when preparing the draft resolution, Moscow tried to go away from any politization, whereas the western variant only placed responsibility for the situation in Ukraine on Russia. In the Russian draft the urge to ensure humanitarian aid was addressed to "all sides."

The document confirmed the urge to all sides to ensure the protection of civilians and refrain from attacks, destruction, dismantling and disablement of civilian objects. Moreover, intentional attacks on civilians and civil objects were condemned, as well as the necessary to ensure the financing of the UN’s humanitarian work was noted.
